Guest Reporting in Italy: Alloggiati Web, ISTAT and Tassa di Soggiorno

4 min read

If you host guests in Italy you owe three different filings to three different bodies, and doing one does not cover the others. This guide explains what each one is, when it is due, and how Mangobeds fits in.

Short version: Mangobeds collects the guest data and passes bookings to Chekin, which files to Alloggiati Web and ISTAT on your behalf. If you would rather file by hand, Mangobeds still gathers everything the portals ask for so you are not chasing passports at the door.

The three obligations

1. Alloggiati Web, for the police

Alloggiati Web is the Polizia di Stato portal, run through your local Questura. Every guest who sleeps in your property has to be declared on it, with their identity document, nationality and dates of stay. The declaration is due within 24 hours of check-in, and it applies to everyone, including children and guests who arrived through an OTA.

This is the one to take seriously. Failing to report guests to the police is not treated as a paperwork slip in Italy, and the deadline is counted from arrival rather than from the end of the stay.

2. ISTAT, for the region

ISTAT is the statistics filing, and it goes to your region rather than to the police. It reports arrivals and nights rather than identities: how many guests, from which countries, staying how long. Most regions run their own portal with their own format and their own calendar, and a common deadline is the 5th of the following month.

Filing on Alloggiati Web does not satisfy ISTAT, and filing ISTAT does not satisfy Alloggiati Web. They are separate systems that happen to ask about the same guests. This trips up a lot of new hosts.

3. Tassa di soggiorno, for the comune

The tourist tax is set by each comune, not nationally, so the amount per guest per night, the exemptions (usually children under a certain age) and the maximum number of taxable nights all change from town to town. You collect it from the guest and hand it on to the comune, normally quarterly.

How Mangobeds handles it

Automatic filing through Chekin

The Chekin integration is the hands-off route, and it covers both police and regional reporting in Italy:

  • A booking is made in Mangobeds, from your booking form, an OTA or by hand.
  • Mangobeds sends it to Chekin automatically, matching the unit to the Chekin housing you mapped it to. New bookings, changes and cancellations all sync.
  • Chekin invites the guest to complete an online check-in before arrival, where they scan their ID document and their details are verified.
  • Chekin files the schedina to Alloggiati Web within the 24-hour window, and submits the monthly ISTAT figures in your region’s format. It also handles the tassa di soggiorno through PayTourist.

You keep managing bookings in Mangobeds and never open the Questura portal. Setup is a Chekin API key plus mapping each unit once.

Collecting the data yourself

If your volume is low enough to keep filing by hand, use Custom Form Fields on your booking form to ask for what the portals need: full legal name, date and place of birth, nationality, document type, document number and the issuing country. Mark them as required so a booking cannot complete without them, and everything is stored on the booking record ready to be typed in or uploaded as a file.

Common questions

The guest booked on Booking.com, so I already have their details. Do I still file? Yes. What an OTA collects has no bearing on either obligation. The declaration has to come from you, from the identity document, after the guest arrives.

Do I report every guest or just the person who booked? Every person sleeping in the property, each with their own document.

I run properties in more than one region. Alloggiati Web is national, so that part is the same everywhere. ISTAT is not: each region has its own portal and calendar, which is the main reason hosts with properties in two regions automate it.

Mangobeds is a property management system, not a tax or legal advisor. Deadlines, exemptions and tourist tax rates are set regionally and by comune, and they change. Check your own comune and region, or ask your commercialista, before relying on a date in this guide.

Wrap-up

Italy asks for guest identities within 24 hours, regional statistics once a month and the tourist tax to the comune. Mangobeds collects the data once, at booking, and Chekin turns it into the filings, so hosting in Italy stops meaning three portals and a spreadsheet.
